高标准规划建设寸滩国际新城,是全面贯彻落对重庆提出的营造良好生态,坚持“两点”定位、“两地”“两高”目标,发挥“个作用”和推动成渝地区双城经济圈建设等重要指示要求的具体举措;是锚定新时代新征程全面建设现代化新重庆目标,施“让寸滩变金滩”、推进“两江四岸”治理提升、建设国际消费中心城市和国际知文化旅游目的地的重要内容。

寸滩国际新城地处重庆市中心城区12大重点功能片区之一的“金寸滩”核心腹地,规划面积约6平方公里,按照市委、市统一部署,坚持“世界眼光、国际标准、重庆特色”,着力构建窗口、贸易、旅游产业体系,打造“船、港、城、游、购、娱”于一体的现代化港城。寸滩国际新城保税经济区集聚国际消费、现代服务、国际交往的高端功能,助力寸滩国际新城建设成为国际化、绿色化、智能化、人文化的现代城市示范区,“山水之城 ・ 美丽之地”的城市片展示区,现代服务业高质量发展样板区,形成主城核心区“两江四岸”产业能级提升的重要增长极。
Cuntan International New City is located in the core hinterland of "Gold Port", one of the 12 key functional areas in the central urban area of Chongqing, with a planned area of about 6 square kilometers. 本次国际征集旨在公开征集富有创意、面向未来,同时综合考虑落地性、兼顾建设成本的城市设计方案,指导保税经济区高水平规划、高标准建设。
The competition aims to solicit the most creative and future-oriented urban design scheme that comprehensively consider the feasibility of implementation and construction costs, in order to guide high-level planning and construction of the area.
项目位于寸滩国际新城中心区域,距重庆北站直线距离约3公里,距江北机场约20分钟车程。

本次方案征集范围分为总体设计范围与重点设计范围。

总体设计范围涉及保税经济区及时尚消费区,东起何白路,西至金渝大道,南临海尔路,北接金石大道,面积约3.3平方公里,需对区域整体梳理研究。
The overall urban design scope covers the bonded Economic zone and the consumer area, starts from He Bai Road in the east, Jinyu Avenue in the west, Haier Road in the south and Jinshi Avenue in the north, covering an area of about 3.3 square kilometers. 重点设计范围总面积约104.55公顷(1568.23亩),分为A、B、C个地块(A地块为保税经济区的核心区)。运用城市设计方法,整体统筹、协调各类空间资源的布局与利用,合理组织开放空间体系与特色景观风貌系统,提升城市空间品质与活力。结合不同片区功能,研究区域建筑体量、界面、风格、色彩、第五立面、天际线等要素,塑造凸显地域特色的城市风貌。
The detailed urban design covers a total area of about 104.55 hectares, divided into three plots: A, B, and C (the plot A area needs to be studied). Using urban design methods to comprehensively plan and coordinate the utilization of various spatial resources, reasonably organize open space systems and characteristic landscape, and enhance the quality and vitality of urban space. Combining the functions of different districts, study the factors such as the volume, interface, style, color, fifth facade, and skyline of regional buildings to create a city that highlights regional characteristics.

A地块东临何白路,南抵海尔路,占地面积约64.12公顷(961.75亩);
The plot A is adjacent to HeBai Road in the east and Haier Road in the south, covering an area of 64.12 ha;
B地块南临沪渝高速,东接何白路,占地面积约28.70公顷(430.53亩);
The Plot B is adjacent to Shanghai-Chongqing Expressway in the south and Hebai Road in the east, covering an area of about 28.70ha;
C地块西临何白路,南临沪渝高速,占地面积约11.73公顷(175.95亩)。

重点设计范围内可开发建筑体量约为150万O,其中A地块约104万O,B、C地块体量约45.6万O。(现有控规数据,设计单位可根据设计主题提出增加或减少开发建筑体量的合理化建议)

本次征集旨应充分考虑寸滩片区现阶段功能、交通及用地特征,围绕寸滩国际新城保税经济区发展定位,遵循“以人为本的设计原则,提倡绿色建筑、生态建筑和节能建筑的理念,突出国际化、智能化、人文化。通过精细化城市设计,协调寸滩国际新城保税经济区和城市整体之间的空间形态、交通组织及环境景观等方面的关系,挖掘地域文化内涵,高品质塑造国际商务中心和国际活力区,推动片区高起点规划、高水平建设、高质量发展,打造寸滩中心、未来之城。
Solicitation of Urban Design for the Cuntan International Commercial Zone aims to openly collect the most creative and practical urban design schemes that can best reflect the characteristics of Cuntan. The design of the project should fully consider the current function, traffic and land use characteristics of Cuntan District, and focus on the development orientation of theInternational Commercial Zone, follow the design principle of "people-oriented" advocates the concept of green buildings, ecological buildings and energy-saving buildings, highlighting intelligence, humanity, individuality, freedom and efficiency. (1)结合现有产业规划《寸滩国际商务中心产业布局及商业策划》(在编),统筹考虑寸滩国际新城保税经济区总体产业与功能业态布局。在区域层面,充分研究其与邮轮母港区、时尚消费区之间的差异化发展及功能空间联动。在项目地块层面,重点分析A、B、C个地块的功能布局及地块间的空间联系,注重城市公共空间、建筑空间之间的融合。

(2)成渝RCEP中心项目是片区重大项目,旨在推动西部陆海新通道和成渝地区双城经济圈建设,具体建设内容如下:

本次征集需对成渝RCEP中心项目提出合理化的落地建议,有序规划写字楼、商业配套、酒店、会议中心、全民活动中心、图书馆、公园等功能设施。
其中,“成渝地区双城经济圈RCEP经贸中心”地标塔楼需在本次城市设计方案中重点考虑其选址布局、空间形态。具体情况如下:
该塔楼拟在A地块范围内进行选址考虑,总建筑面积约12万平方米(可根据方案适当增加或减少建筑量)。主要功能业态涵盖:一是以贸易为核心,引入RCEP货物贸易、服务贸易、数字贸易、配套服务等;二是瞄准高端商务服务,引入RCEP专业服务机构,构建产业创新赋能平台。

It is planned to be located in Lot A, with a total construction area of about 120,000 square meters (the construction amount can be increased or reduced appropriately according to the plan).The main functions and forms of business include: first, focuing on trade and introduce trade in goods, services, digital trade and supporting services to RCEP countries. Second, we will focus on high-end business services, introduce RCEP national professional service institutions, and build an enabling platform for industrial innovation. This solicitation should focus on the location, layout and spatial form of the RCEP Economic and trade center.
- 城市风貌与天际线

因地制宜结合长江沿线自然景观整体山水格局,合理处理城市与铁山坪森林公园、长江等自然要素的空间关系,整体风貌需与邮轮母港、金山片区统一协调,结合地块功能业态,化城市立面,塑造美的城市整体形象,研究城市天际线及建筑形态,打造具有形象标识性的迎宾港湾。
本次城市设计需充分研究成渝RCEP中心在基地的空间布局、形象与风貌、开发指引,总体构建RCEP项目与区域联动发展的整体格局,打造区域未来的城市新地标,高品质建设RCEP先行示范区。其中,“成渝地区双城经济圈RCEP经贸中心”为近期打造的重点地标项目,需充分研究城市整体风貌及天际线,提出合理的建筑体量、高度、形象。

充分考虑场地地形高差与坡地,研究城市生态空间、公共空间,突出地域文化、人文精神和场所功能性与体验性,统筹安排与城市功能高度契合、人与自然和谐互动的开放空间系统。研究保税经济区与邮轮母港区、长江间的绿色生态廊道,并统筹考虑区域内的集中开放空间,营造片区人与自然和谐共生的生态景观系统。
This project should take full account of the site topographic elevation difference, urban ecology, public space. Meanwhile, regional culture and local customs should be considered in the scheme, and open space system should be arranged as a whole. The green ecological corridor between the bonded economic zone, the cruise port area and the Yangtze River should be studied, and the concentrated public space within the region should be considered comprehensively to create an ecological landscape system of harmonious coexistence between man and nature in the area.
- 交通组织体系

设计方案应充分结合基地地形特点,结合现状综合交通情况,完善片区内部交通系统,含城市道路、轨道站点、慢行系统、静态交通等,构建立体复合的交通系统,同时统筹考虑对外交通的可达性与内部交通的衔接化。
城市道路:整体统筹区域内部路网体系,通过立体的道路交通体系,解决片区被高铁、高速分隔的交通链接问题,构建畅达畅通的区域循环交通。
轨道站点:化公共交通、步道系统与轨道站点的交通接驳,形成高效便捷安全的交通换乘体系。
慢行系统:系统组织内部慢行体系,串联邮轮母港、金山片区、寸滩老街等重要功能片区,构建友好、绿色的慢行交通出行场景。
静态交通:充分考虑非机动车与机动车、路内路外、地上地下的停车设施布局,鼓励不同功能地块停车空间串联,减少停车对地面交通的干扰。

设计方案应提出对现行详细规划的化建议,明确化前后用地布局调整、土地利用技术指标变化情况。充分考虑与周边片区的形态协调关系及城市综合承载能力,明确未出让地块的规划控制要求,包括用地性质、容积率、建筑密度、建筑高度、绿地率等要求。
